Huntington Ingalls Industries - Technical Solutions Division, Integrated Mission Solutions Group (Camber Corporation) provides mission-critical engineering and technical service to Information Technology, Federal Civilian, and National Security, Aerospace & Defense and International government and commercial customers at over 100 locations worldwide.

HII-TSD Integrated Mission Solutions Group (Camber Corporation) is currently seeking an AFCAP Program Manager to work out of their Tyndall Air Force Base office.

**Duties and Responsibilities** (to include but not be limited to the following):

+ Advise and assist AFCAP customers and Government Program Managers with the development of Independent Government Cost Estimates

+ Advise and assist AFCAP customers and Government Program Managers with the development and assembly of documentation required to garner Contracting Officer approvals (IGE) as needed

+ Organize and coordinate AFCAP task order Request for Proposal (RFP) activities, including response to AFCAP Contractor requests for information and preparation of RFP amendments for Government review and approval

+ Advise and assist the AFCAP customer and Government Program Managers on technical evaluations of AFCAP Contractor proposals

+ Provide (in coordination with the AFCAP task order customer) complete, timely, accurate, and high quality assistance on AFCAP task order requirement packages, modification packages and assist the Government in all activities related to technical evaluation

+ Identify Government oversight shortfall on AFCAP Contractor task execution and offer viable corrective recommendations

+ Assist in calculating considerations for AFCAP Contractor non-performance or liquidated damages and offer these calculated recommendations to the Government

+ Advise and assist AFCAP customers in providing recommendations and assistance where required to maintain positive control over Government property in accordance with FAR Part 45, Government Property

+ Ensure consistent accuracy and currency of all AFCAP project data, including project management, contracting management and financial data, and develop related informational reports as required to demonstrate realistic AFCAP program status and project progress

+ Advise and assist the Government in planning and implementing the total property management system for the assigned AFCAP task order Contractors and for the continuous surveillance/evaluation of the AFCAP assigned task order Contractor's property control systems

**Qualifications and Experience:**


+ Master's Degree in engineering, architecture, management, business or sciences substantially relevant to facility and infrastructure type projects and/or support services, from an accredited institution within the United States or its territories. Under OASIS a Bachelor's Degree plus eight (8) years of relevant work experience may be substituted for a Master's Degree. However, if this option is elected, the Contractor will provided well documented support to include documentation other than a resume.

+ Must be United States National

+ Fluently speak, read and write English.

+ Possess a valid State issued driver's license

+ Must possess direct experience in the following areas:

+ (a) DOD Program Management of complex and highly technical, multi-million dollar efforts. It is more advantageous to the Government if the experience is at a Program Management level versus a Project Management level and this experience was with a multi-faceted, highly complex, multi-billion dollar program.

+ (b) Technical Writing and Evaluation of complex and highly technical proposals.

+ (c) Experience in Fiscal Law (Congressional Appropriations and Authorizations), sometimes referred to as "color of money" and applies to the planning/programming of appropriated funded maintenance, repair and construction projects as well as use of operational funds, medical, housing, investment funds (equipment and infrastructure/facilities), special Congressional appropriations and supplemental, obligations, commitments and outlays.

+ (d) Experience in preparation of turnkey, design-build, design-build-operate and traditional construction contract packages, and requests for proposals.

+ (e) Federal Acquisition Regulation, DOD Regulations, Directives and Instructions, and Manuals, Joint Publications, Air Force Instructions, Pamphlets and Handbooks. It is more advantageous to the Government if there is experience with Engineering Technical Letters, and Unified FacilitiesCriteria

+ (f) Cost Estimating Methodology and development

+ (g) Microsoft Office Suite Applications

+ (h) Current AF approved version of AutoCAD

+ (i) Adobe Acrobat (full version)

+ (j) Subject Matter Expert in FAR Part 45, Government Property


+ Possess an active Secret security clearance of "Secret" or above

+ All candidates will be subject to a pre-employment background investigation and drug screening per HII requirements
